That never made sense to me. The 1701-A was practically a new ship despite the damage at the end of "Undiscovered Country". If Starfleet kept ships in service for at least 20 years, then she should have been good for another 12 or 14 at least.

Gene Roddenberry always maintained the 1701-A had been the USS Yorktown and was renamed after Kirk and crew saved Earth from the Whale Probe.

That would make the 1701-A's retirement more believable

okay. I had heard that she was going to be named the Yorktown before the Whale Probe, then Starfleet changed their mind. That's the one problem with the movies- there's never enough time to put this kind of info on screen. It leaves everyone guessing. If you go by what's on screen, you really have no idea where the 1701-A came from. Was it a re-fit or was it a new ship they'd just finished building? There's no way to really know.
